iPhone/iPad: Settings → your name → iCloud → Manage Account Storage → Change Storage Plan. Mac: System Settings → Apple ID → iCloud → Manage → Change Storage Plan.
At the bottom of storage plans, tap "Downgrade Options". Enter your Apple ID password when prompted.
Choose the 5GB (free) option from the list. Apple will warn you if your current usage exceeds 5GB.
