Go to account.adobe.com/plans and sign in with your Adobe ID. This is the only place you can manage your subscription — you cannot cancel through the Creative Cloud desktop app.
Find your Creative Cloud plan in the list and click "Manage plan". If you have multiple plans (e.g., Photography + single apps), you'll need to cancel each one separately.
Click "Cancel your plan" at the bottom of the plan details page. Adobe will present retention offers — discounts, plan pauses, or downgrades. You can accept or decline these.
